20100409 use of definition file of publish center set in bases/sys/pubishcenter directory (FG)

Add choice of the publication center for the developper in a list selected by the site manager.
This choice is not saved in the developper account and must be done for each submission.

This module replaces several previously existing language dependent modules adm/modtool.xx
of Gang Xiao. It has been constructed by localization of these modules, keeping a single
computation core and adding dictionaries.
